Procedure for consumers to submit appeals, complaints and claims regarding the quality of electricity supply, and to report electrical safety threats, and their consideration:
- All disputes and disagreements arising between the Parties are resolved through negotiations.

- If no agreement is reached through negotiations, the Parties have the right to file an application for dispute resolution with the market Regulator — the National Energy and Utilities Regulatory Commission — and/or refer the dispute to court in accordance with the current legislation of Ukraine.
- Negotiations between the Parties and appeals to the market Regulator are not pre-trial dispute settlement measures and do not deprive the Parties of the right to go to court.
- The procedure for consideration of such complaints by the Regulator is provided for by Art. 21 of the Law of Ukraine "On the National Commission for State Regulation of Energy and Public Utilities".
