Electricity supply rules

On 11 June 2017 the Law of Ukraine "On the Electricity Market" No. 2019-VIII of 13.04.2017 (hereinafter — the Law) came into force, launching the reform of the electricity sector in Ukraine. The changes
provided for by the Law are aimed at creating new opportunities and benefits for electricity consumers.

One of the main stages of the reform is the separation of the electricity distribution function from the functions of generation, transmission and supply, i.e. the creation of corresponding separate legal entities.

From the beginning of 2019, energy services to consumers in Ukraine are provided by two
different companies: the electricity distribution system operator, to whose grids the consumer is connected, and the supply company chosen by the consumer. These are two independent companies — with different call centres, accounts and licences.

Functions of the supplier:

  • supplies electricity to consumers,
  • serves consumers on issues of billing and calculation of cost and payment terms, correctness of electricity
    settlements,
  • records meter readings,
  • provides additional services to consumers.

Functions of the distribution system operator:

  • is responsible for the quality and reliability of electricity supply,
  • manages the distribution system,
  • operates and repairs power lines, substations and other energy facilities,
  • connects/disconnects consumers to/from the distribution system (lines),
  • installs electricity meters and records their readings.
